Summary:Integrated and seamless travel has always been the goal of travelers and travel service providers. As a new concept of integrated services, Mobility as a Service (MaaS) has attracted increasing attention in recent years. Properly elicit the user needs is of vital importance for the development of MaaS. This paper proposed a theoretical framework for user needs elicitation based on the activity theory and MaaS systems. Firstly, a three-dimension of MaaS activity was constructed and a hierarchical framework was established to decompose activity into actions for user needs elicitation. Secondly, the detailed methods to apply the proposed framework was developed, and the elicited user needs of MaaS was expressed in standardized style as well as using knowledge graph. Finally, the method was applied to the user needs elicitation in the information service scenario. The user needs elicited by the proposed method provide supports for the construction of the general system framework of MaaS.
