Summary:Based on the weak scattering theory and assumed that the behaviour of ionospheric plasma turbulence influences on the VHF signals can be simulated by a series of phase changing diffraction screen models. In this article, by using the model, the formulas of the intensity scintillation index and the phase variance of the signal are derived and discussed. Meanwhile, the variational characteristics of the above parameters were analyzed with different seasonal, solar activity, and geomagnetic index. Finally, the intensity scintillation index changes with diurnal and seasonal is inversed successfully. The research shows that the week scattering phase model can satisfactorily describe the characteristics of the scintillation in the high-latitude ionosphere.
