Summary: | In India, Perform Achieve and Trade (PAT) scheme has been set up as one of the initiatives under the National Mission for Enhanced Energy Efficiency (NMEEE) under the purview of The Energy Conservation (EC) Act. The objective of the scheme is to mandate specific energy efficiency improvements in Energy Intensive industries by setting up Energy Efficiency Targets and issuance of Energy Saving Certificates (ESCERTs) awarded on over achievements which can be further traded. The Scheme is being implemented by the Bureau of Energy Efficiency (BEE) which has been set up under the ambit of Energy Conservation Act 2001. Railways are one of the Energy Intensive industries defined under the EC Act and accordingly were brought under the PAT regime. Railways being of special importance as while 95% emissions are by Road, Railways accounts only a mere 2%. The introduction of the scheme, its progress and results achieved in the second cycle of the PAT as applied to Railways in Zonal Railways and its Production Units are summarized. This effort of PAT in Energy Efficiency is unique in the world. Way forward: Extension of PAT in Railways through the "Deepening" and "Widening" mechanism and regarding amendment in Energy Conservation Act providing for Carbon Market. |
