Summary:SPBE facilitates program and budget implementation to improve the quality of public services and government administration. During the SPBE evaluation, the software development process became one indicator determining government institutions' success in implementing SPBE. This study proposes solutions for improving the quality of the SPBE software development process at a city government based on the CMMI Model V2.0. CMMI Adoption and Transition Guidance suggests selecting practice areas based on problem identification and resolution. The authors use a mixed method to conduct interviews, document studies, and provide a questionnaire for key resource persons. The assessment results of the chosen nine-practice among all 29 practice areas show that 73% of the practices still have weaknesses. The proposed solutions recommend improving 241 activities and involving 147 work products in nine practice areas for better software development process maturity. The authors also proposed a roadmap for the implementation of the recommendations.
