Summary:The ability of society to synthesize modern knowledge and successfully apply it in practice in all areas of activity assumes special importance under modern difficult conditions. This relevant knowledge is a kind of driver for the formation of the scientific and technical potential of the state, as well as ensuring the quality of the population's life, safety, and well-being of society as a whole. The leading role in the implementation of such processes now belongs to higher education. The effectiveness of the implementation of a hierarchical set of educational processes determines the quality of absolutely all processes in society. Modern information and communication technologies (ICT) make it possible to create unique conditions and opportunities for the synthesis of innovative knowledge. However, the achievement of the relevant goals (organizational, technological, economic, financial, social, political, etc.) is determined not only by the available conditions (favourable and not favorable) for the implementation of a particular activity but primarily by the effectiveness of their management. Managing the objects, phenomena and processes in the education sector, based on the ideas of both systemic and cybernetic approaches, involves the formalization of a set of goals that must be achieved as the final result, and the processes for implementing a targeted impact (influence) on management objects, as well as criteria for evaluating the effectiveness of the implementation of this activity. In fact, a hierarchical set of models of educational processes and systems should be synthesized, the key moment for the creation of which is the hypothesis of some correlation between the parameters of the control actions of the management entity and the gradient of the parameters` state of the educational system itself, as an object of management. The purpose of this article is to develop and substantiate a methodology for the implementation of the synthesis of a certain category from a very complex hierarchy of models of educational processes and systems that would ensure the quality and efficiency of their functioning, as well as success in achieving educational goals.
