Summary:This study reports on the policy, mechanism, and location of Internet censorship in a small but important country, Afghanistan. Our first contribution is to show that Afghanistan is in fact far more censorious than previously thought. Secondly, we note that most of the censorship is physically located outside the country. We expected that this might be because Afghanistan receives its Internet connectivity from providers in Iran, Pakistan, China, and other highly censorious countries. To our surprise, we find the filters are actually located in upstream nations that are not known to be censorious, notably Germany and the UK.
