Summary:Chinese new electricity reform is in progress. The reform is guided by the Third Plenary Session of the 18th CPC (Communist Party of China) Central Committee. A series of supervisory policies were issued by the committee in advance of the reform's implementation. Analyses of such policies, both the qualitative and the quantitative one, are significant to the implementation of the national policies issued by the electricity enterprises. Also, such analyses contribute to customizing the grid's developing direction. First, this paper reviewed all the policy documents issued by government branches. To study the polices' impact on the grid developing, key impact indicators are then selected. To reconstruct the impact process, an ISM (interpretation structure model) model is also proposed and applied. Moreover, to get the motives and dependency of the indicators, this paper applied the MICMAC (matrix cross-reference multiplication applied to a classification) method to classify the indicators and quantify their impact factors. Finally, this paper proposed advices for the grid better accommodating the committee's supervision
