Summary: | The capabilities of military-civilian integration can be subdivided into institutional arrangements of military-civilian integration, innovation, the transformation of the intellectual property rights (IPR), and comprehensive capabilities based on collaboration and operation under the perspective of collaboration and innovation of military-civilian technology. It is helpful to make a quantitative evaluation of the military-civilian integration of a certain area and enterprise through measurements at multiple levels and dimensions. This essay takes the aviation industry L corporation as an example to evaluate its military-civilian integration by making use of an AHP-fuzzy comprehensive evaluation method and building a military-civilian integration evaluation system. Regarding the problems including irrational existing structure, insufficient funds, weak technological innovation capabilities, and the low level of transformation of scientific and technological achievements, related measures were proposed, such as optimizing product structure, broadening financing channels, strengthening talent team and resource sharing as well as collaboration and innovation. |
