Summary:The aim of the paper is to describe a ground-based radar demonstrator dedicated for ground reflectivity measurement in the L band, that was built at the Warsaw University of Technology. The measurement results are to be used by the Institute of Geodesy and Cartography as the reference data for satellite image interpretation. The system was composed of COTS elements and utilizes the concept of software-defined noise radar. The paper covers the topics of scattering coefficient measurement theory, system setup and signal processing as well as the preliminary results of field measurements.
