Summary:TEMPEST IN A SANDBOX The dispute, in remission since a UN-sponsored cease-fire in 1991, concerns the disposition of the former Spanish colonies, optimistically named Rio de Oro (Golden River) and Saqiet al-Hamra (Red Creek) along the Atlantic coast, combined under the name of the Western Sahara. Morocco, the modernizing monarchy, is an important ally with historic ties with the United States and is making noteworthy reformist strides in democratization, economic liberalization and human rights under the young king, Mohammed VI.
