Summary: | The Department of Defense Unified Medical Budget (UMB) has been flatlined for over a decade with inadequate provision for inflation and impractical efficiency wedges of the budget topline. A simple, straightforward, and upfront answer is that the Military Health System (MHS) needs to be adequately resourced. The Defense Health Agency (DHA) is charged with administering the MHS, combining shared services, avoiding duplication, and generating efficiencies to mitigate the flatlined budgets. Unfortunately, when DHA stood up, massive budget baseline issues emerged. |
