Summary:The Task Force conducted exploratory research on the effectiveness of the planning programming budgeting and execution process (PPBE) and related practices in the Department of Defense. Due to the complexity of the topic and the lack of direct observational evidence, the Task Force utilized purposive sampling techniques, specifically expert sampling, to gather information from individuals with a high level of knowledge and experience in the subject area. The population of experts surveyed included members of the ASMC and the National Contract Managers Association.
