Summary: | The Task Force conducted exploratory research on the effectiveness of the planning programming budgeting and execution process (PPBE) and related practices in the Department of Defense. Due to the complexity of the topic and the lack of direct observational evidence, the Task Force utilized purposive sampling techniques, specifically expert sampling, to gather information from individuals with a high level of knowledge and experience in the subject area. The population of experts surveyed included members of the ASMC and the National Contract Managers Association. While the survey samples are not intended for statistical inferences, they provide valuable data for logical and analytical generalizations about the effectiveness of PPBE in facilitating defense modernization. The research design involves multiple phases, including the development of survey instruments and scheduled interviews, panel discussions, and workshops with subject matter experts. |
