화학사고 원인 조사를 통한 화학물질 안전관리 개선방안 연구

Purpose: The purpose of this study is to provide the effective safety management system to prevent similar chemical accidents through accident investigations. Method: Chemical accident prevention and response management systems at the central and local government levels were reviewed, Also, statistical data of chemical accidents occurred in the last 5 years were analyzed. In particular, Two accidents with high accident risk were analyzed. Result: Chemical accidents that have occurred in the last 5 years were analyzed to occur in the order of hydrochloric acid, sulfuric acid, and nitric acid, and concrete safety management improvement measures were derived through investigations of two causes. Conclusion: In this study, we proposed safety management plans in terms of technical and management aspects. The results of this study are expected to be used as effective in preventing and managing chemical accidents. 연구목적: 본 연구에서는 화학사고 원인조사 결과를 바탕으로 화학사고 예방 및 안전관리 개선을 위한 방안을 제시하고자 하였다. 연구방법: 중앙정부와 지방정부 차원의 화학사고 예방·대응관리 체계를 조사하였으며 최근 5년간 발생한 화학사고 통계 데이터 분석과 사고 위험이 높은 2건의 사고에 대해 상세한 사고원인 분석을 통해 문제점을 도출하였다. 연구결과: 최근 5년간 발생한 화학사고는 물질별로 염산, 황산, 질산 순으로 사고가 발생하는 것으로 분석되었으며 2건의 사고원인 조사를 통해 구체적인 안전관리 개선방안을 도출하였다. 결론: 사고원인 조사분석을 통해 본 연구에서 기술적·관리적 측면의 안전관리 방안을 제시하였으며 이 연구 결과를 적용한다면 효율적인 화학사고 예방관리가 이뤄질 것으로 판단된다.
