Summary: | The government's social welfare service together with the demands for the social welfare service due to the changes in population structure, as well as the economic changes is increasing. However, most of these services are realized in the manner of matching grants, resulting in the financial burden on the local government. Thus, this study aims to suggest the policy implications through comparatively analyzing the differences in the residents' perception about the social services in accordance with the financial capacity of local government. As a result of the analysis, first, it was categorized into several types according to the importance of welfare and the financial conditions. Second, there were the differences in the perception about social problems perceived by these types and the differences in the perception about the responsibility for the problem solving and the principal who will bear the expenses. Based on these results, the necessity of reorganizing the theories relating to the welfare relations between the government agencies in the Western countries and the regionally customized approaches and the re-establishment of the authorities and the responsibilities of the central and local government in respect of social services were suggested.
