Summary:In this study, we analyzed the current status of implementation, problems, and improvement measures of the Serious Accident Punishment Act (SAPA) in small-scale construction sites with a construction cost of 5 billion won or less. To this end, we collected opinions from relevant experts using a 5-point Likert scale questionnaire and the Full Ranking Procedure (FRP). The results of the survey showed that the level of awareness of the Serious Accident Punishment Act was high, but there were many difficulties in practical application and compliance in small-scale sites. Major problems included a lack of resources and finances, lack of safety awareness among management, and lack of manpower and expertise. Improvement measures to solve these problems included establishing a safety and health management system, strengthening education and training, and government financial support. In particular, there were differences in awareness and influence of SAPA depending on the respondents’ educational level, and it was confirmed that respondents with higher educational levels had a deeper understanding of the purpose and challenges of the law. This study suggests effective application methods of SAPA to improve safety in small-scale construction sites, and is expected to contribute to the establishment of systematic improvement plans to strengthen safety management and legal compliance in the construction industry in the future.
