미국 해안경비대와 한국 해양경찰의 조직과 기능 비교 연구

이 연구는 해양경찰이 급변하는 해양환경에 효율적으로 대응할 수 있는 조직으로 거듭나기 위한 방안을 제시하고자 함에 그 목적이 있다. 이를 위해 미국 해양경비대와 한국 해양경찰의 조직과 기능을 비교분석 하였으며, 이를 토대로 한국 해양경찰의 문제점을 도출하고 그 개선방안을 제시하였다. 연구 결과, 미국 해안경비대와 비교해 볼 때, 한국 해양경찰의 문제점으로 조직의 각 구성요소에 관한 규정 부재, 직무 규정 모호, 구성원 신분의 이원화, 불법조업 단속업무 이원화, 그리고 해양오염 예방‧방제업무 이원화가 발견되었다. 이에 대한 개선방안으로 조직법 체계화, 직무 범위 명확화, 구성원 신분 일원화, 불법조업 단속업무 일원화, 그리고 해양오염 예방‧ 방제 업무 일원화를 제시하였다. 제시된 개선방안을 토대로 해양경찰이 해양치안과 오염방제 업무를 효율적으로 수행할 수 있기를 기대한다. This study is aimed at suggesting ways to advance the system of Korea Coast Guard to effectively address the rapidly changing maritime environments. The current study attempts to identify organizational and functional issues in Korea Coast Guard and suggest the corresponding solutions by comparing Korea Coast Guard with the U.S. Coast Guard in organizational and functional aspects. The results found that, compared to the U.S. Coast Guard, Korea Coast Guard lacked the provisions for each component of the subsystem, had unstructured duty provisions, a bimodal position system, dispersed operations for illegal fishing interdiction and maritime pollution prevention and response. The study suggested that the Korea Coast Guard needs to have provisions for each component of the subsystem, detail the duties, have a unitary position system and unified operation system for illegal fishing interdiction and maritime pollution prevention and response. The Korea Coast Guard is expected to effectively deal with the maritime safety and pollution issues with the remedies. KCI Citation Count: 0
