불법전용 가능성 화학물질 관리방안 연구

불법전용 가능성이 있는 화학물질은 사용자의 의도에 따라 악의적인 목적으로 사용이 가능하다. 또한 이러한 화학물질들은 화공약품상에서 손쉽게 구입이 가능하며, 간단한 배합비를 통하여 사제폭탄까지 제조가 가능하다. 이에 본 연구에서는 불법전용 화학물질의 목록과 해당 화학물질 취급시 규제현황과 유통실태를 파악하고, 효과적인 관리방안 마련을 제시하고자 한다. 관계법령과 외국의 주요 화학물질 관리목록 등을 수집하였으며, 인터넷상의 불법 판매행위 근절방안 등을 제시함으로써 화학물질 관리제도 개선 및 대응시스템 정비(안)를 위한 자료로 활용이 가능할 것으로 판단된다 Chemicals only likely illegally, depending on the user's intention can be used for malicious purposes.
