Summary:This paper proposes a resource management framework for scalable video multicast based on non-orthogonal multiple access under heterogeneous wireless networks. This framework comprehensively considers the spectrum segmentation between different base stations and the multicast group within a slice. The purpose of the spectrum allocation and the transmission power allocation in the multicast group is to maximize the overall video quality of all user equipment in the multicast group. Taking into account the different video requests of each multicast group, different user equipment locations and small base stations Interference, the joint resource management problem is transformed into an integer linear programming problem, and the optimization problem is decoupled into the transmission power division problem in the multicast group, the spectrum splitting between base stations and the allocation of multiple groups of spectrum resources in the base station. The former passes multiple The optimal transmit power req
