| Abstract | The article seeks to evaluate the role of the Brazilian states debt in the decentralization policy of that country, having as reference the 1988 Constitution and the democratization. Then, decentralization is identied from the political as well as economic point of view given the fact that the aforementioned process in the analyzed case presents problems in both dimensions with an important and complex relation between them within the framework of the democratic transition. Nevertheless, in the Brazilian decentralization dynamics, debt was a central aspect to explain the way in which the decentralization policy runs in a country with formally autonomous regional governments, but, conditioned in practice through the use of economic resources among government levels as coactive instrument to reverse the power loss of the central authorities. Also, the article tries to address recent tendencies of Brazilian federalism, such as the growing municipalization and the consequences of the Fiscal Responsibility Law, determining possible consequences of the patterns now observe |

Para esto, el artículo analiza el concepto de descentralización tanto desde el punto de vista político como económico, toda vez que dicho proceso en el caso en cuestión comporta problemáticas inherentes a las esferas política y económica y las relaciona con la transición a la democracia. Sin embargo, dentro de la dinámica de la descentralización en el Brasil, la deuda pública es un elemento fundamental para explicar la forma como la política de descentralización se desarrolla en un país con gobiernos subnacionales formalmente autónomos, pero condicionados en la práctica a través del uso de recursos económicos entre niveles de gobierno como instrumento de coacción para contrarrestar la pérdida de poder de las autoridades centrales. Así mismo, el artículo hace un intento por caracterizar las tendencias recientes del federalismo brasilero, tales como la creciente municipalización y las consecuencias de la Ley de Responsabilidad Fiscal, tratando de determinar posibles consecuencias de los patrones actualmente observados.
