Summary:The article seeks to evaluate the role of the Brazilian states debt in the decentralization policy of that country, having as reference the 1988 Constitution and the democratization. Then, decentralization is identied from the political as well as economic point of view given the fact that the aforementioned process in the analyzed case presents problems in both dimensions with an important and complex relation between them within the framework of the democratic transition. Nevertheless, in the Brazilian decentralization dynamics, debt was a central aspect to explain the way in which the decentralization policy runs in a country with formally autonomous regional governments, but, conditioned in practice through the use of economic resources among government levels as coactive instrument to reverse the power loss of the central authorities. Also, the article tries to address recent tendencies of Brazilian federalism, such as the growing municipalization and the consequences of the Fiscal Responsibility Law, determining possible consequences of the patterns now observe
