Summary:The research is about studying the processes of productive development, seen from the opportunities that could have the Province of Chimborazo, Ecuador. In order to do so, it is based on the scope and characteristics of the policies and their relations with the communities. The planned economy on which the State is based has provided guidelines for the execution of plans and programs of community development, which seeks to transform the productive matrix through the implementation of programs and projects that contribute to the objectives of Good Living, current philosophy of the Development Plan of Ecuador. La investigación se acerca al estudio de los procesos de desarrollo productivo, visto desde las oportunidades que pudiera tener la Provincia de Chimborazo, Ecuador. Para ello, se parte del alcance y sus características de las políticas y sus relaciones con las comunidades. La economía planificada en la que se fundamenta el Estado, ha proporcionado directrices para la ejecución de planes y programas de desarrollo comunitario, que pretende la transformación de la matriz productiva a través de la implantación de programas y proyectos que coadyuven a los objetivos del Buen Vivir, filosofía actual del Plan de Desarrollo de Ecuador.
