Summary: | The article examines the remuneration of scientific and pedagogical activities as an important component of the motivation of scientific and pedagogical workers. The issues of motivation of scientific and pedagogical workers to work play an important role both for the success of a separate educational institution and for the functioning of the educational sphere as a whole. The national legislation, the views of scientists on the legal regulation of the labor activity of scientific and pedagogical workers, and their remuneration are analyzed. It is established that the reform of the higher education system, accompanied by the implementation of European standards, today also requires a review of the labor relations of scientific and pedagogical workers, ensuring their decent working conditions, their remuneration, as well as social guarantees. Therefore, one of the urgent issues in the educational sphere that needs to be resolved is remuneration, which should be decent and fair and perform not only a reproducing, but also a stimulating function. Since the activities of scientific and pedagogical workers are highly intellectual and socially significant, it is characterized by a large number of functional duties and tasks. A conclusion was made on the need to adopt a decision to increase the level of salaries of scientific and pedagogical workers to an economically justified level that would correspond to their professional contribution and the constitutional principles of social justice. Proper material support for educators is an investment in the long-term development of the state and its intellectual potential. At the same time, the lack of timely measures to increase salaries will contribute to the further outflow of highly qualified personnel outside the country, which will negatively affect the educational and scientific spheres, as well as the overall level of competitiveness of the country. At the same time, this issue should be resolved taking into account real financial capabilities, that is, the increase in salaries will depend solely on the capabilities of the revenue part of the state and local budgets of the country. It was noted that the priority task should be to restore the operation of the Resolution of the Cabinet of Ministers of Ukraine “On the remuneration of pedagogical, scientific and pedagogical and scientific workers of educational and scientific institutions and organizations” No. 822 dated 10.07.2019. |
