Subjects of building a security environment in the information sphere: concepts and types

The article considers that the subjects of building a security environment in the information sphere of Ukraine are a system of state bodies and organizations, officials, public organizations, citizens, whose task is to implement measures to ensure security in the information sphere. It is demonstrated that the subjects of building a security environment in the information sphere can be classified depending on the public authority: state bodies and local self-government bodies; civil society subjects. It is noted that depending on the coverage of the information sphere, the following are distinguished: associations of citizens, public organizations and other civil society institutions; state bodies: the President of Ukraine, the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, other central executive bodies and bodies of the security and defense sector of Ukraine; mass media and communications of various forms of ownership, enterprises, institutions, establishments and organizations of various forms of ownership that carry out information activities; scientific institutions, educational and training institutions of Ukraine. The activities of the main state bodies that perform the tasks of building a secure environment in the information sphere are highlighted. It is considered that the leading place in the system of state authorities in the field of information security is occupied by the Verkhovna Rada of Ukraine, whose task is to determine priorities in protecting important interests of security entities, and to develop regulatory legal acts in building a secure environment in the information sphere. It is characterized that the President exercises leadership in the sphere of information security of the state. It is revealed that the Cabinet of Ministers of Ukraine is also vested with powers in the information sphere. The powers of the National Security and Defense Council of Ukraine in the sphere of protecting the information security of the state are highlighted. The tasks of the Ministry of Culture and Strategic Communications of Ukraine as a subject of building a security environment in the information sphere are demonstrated.
