Summary:The problem statement. The difficulties of implementing information technologies are due to the specifics of the work of libraries and the rapid development of their technical and technological support, which, of course, requires constant modification, organization of employee training, as well as improvement of the legislative framework in accordance with the level of development of information technologies and the implementation of electronic services. Providing these transformation processes with a legislative basis is extremely important for the further progress of the information and library sector in Ukraine. The purpose of the research — regulatory and legal support in the field of implementing electronic services in the activities of Ukrainian libraries. The methodology. The research methodology is based on the application of analysis and synthesis methods, which ultimately made it possible to achieve the goal and draw reasonable conclusions. The results. Ukraine’s independent information policy dates back to 1991, the year the country regained its independence. An important step in the formation of the legal foundations of the country’s information market and the development of the information and library sector as an important component of the information and communication infrastructure was the adoption of the Law of Ukraine “On Information”. Informatization processes in Ukrainian libraries are constantly dependent on the introduction of the latest information technologies, to which they are forced to constantly adapt in order to confirm their demand by society. The scientific novelty. For the first time, the regulatory framework for the implementation of electronic services in the activities of Ukrainian libraries was investigated. It has been found that with the spread of information and communication technologies in the information and library sphere, qualitative changes have occurred in the forms, methods and channels of providing libraries with their services to users. Today, not only information resources are in demand, but also their management systems, because intelligent search services allow the user to find the necessary information faster and more adequately than the request. Conclusions. In the national legislation as a whole, the principles of building an information society have been formed, and regulatory and legal acts have been adopted that regulate the activities of the library industry, in particular the introduction of information and communication technologies and the formation of electronic resources. The Ukrainian regulatory and legal framework is still characterized by declarativity, the absence of acts of direct action, and the need to adopt a large number of by-laws for targeted financing of all good initiatives to ensure access to national and global information resources through convenient services.
