Summary: | Objective: This paper focuses on addressing the carbon market, from the perspective of environmental governance, as an essential requirement for achieving the reduction of greenhouse gas (GHG) emissions, in order to contribute to the reduction of global warming. Theoretical Framework: The carbon market must be operationalized with a view to the sustainable development of the Planet, which must be done with transparency, governance and integrity, as an elementary requirement of a Global Climate Policy for Reducing Emissions (Kyoto Protocol, 1997; & Paris Agreement, 2015). Method: This study consists of a qualitative and documentary analysis, considering scientific data on the subject, taking a critical approach to the Kyoto Protocol and the Paris Agreement on the carbon market and environmental governance. Results and Discussion: Despite the multiple efforts made by the International Community, the carbon market at a global level still faces substantial regulatory and diplomatic difficulties. Research Implications: The research is of great relevance to the academic discussion of the subject, mainly because it addresses structural and conventional legal concepts of the carbon market and environmental governance. Originality/Value: Considering the discussions on the subject, it is hoped to contribute to the analysis of the theme, given that the Paris Agreement under the United Nations Framework Convention on Climate Change expressly adopted governance techniques as a fundamental corollary to the implementation of the Global Climate Policy to reduce emissions, through the commercialization of carbon credits. |
