二元语义在科研经费管控能效评价中的应用
军事院校科研经费管控的重要性日益凸显,对其进行科学的评价具有很大的现实意义。针对决策者不同粒度语言评价信息和属性未知的多属性群决策问题,引入了一种基于二元语义的排序方法。首先,根据不同粒度语言评价矩阵转化规则将评价矩阵一致化,然后,分别采用TOPSIS和Delphi法计算得到各指标的客观权重和主观权重信息,并对其进行组合。最后,结合二元语义集结算子给出方案的最终排序,采用二元语义进行评价的算例表明该方法可以有效避免信息丢失和扭曲,更为科学可信。...
