高校实验室采购需求科学合理确定的实践
随着国家对高等教育的重视,上级财政部门在＂十二五＂期间加大了对地方高校实验室专项资金的投入,高校实验室得到了快速发展。在建设实验室过程中,各高校都在执行《政府采购法》采购仪器设备。在政府采购过程中,作为采购人科学、合理、完整地编制政府采购文件至关重要,不仅维护政府采购的公正、公平、公开,提高政府采购效率,而且更能够保障学校利益。该文介绍了高校实验室采购需求制定的法理依据,针对采购人财政专项资金意识淡泊、追求高档的错误意识、采购需求不准确、不合理、不完整等问题,从采购需求分析、标准界定、技术参数描述、特定条件设立、编制程序和社会监督等方面对政府采购需求的编制进行了实践研究与探讨,并取得了很好的效...
