我国高校非盈利性资产管理制度优化
高校非盈利资产管理是国有资产和高校管理中的重要工作,上海交通大学在高校非盈利资产管理中一直将制度优化放在工作的首位.本文通过系统性的回顾我国高校非盈利性国有资产管理制度的发展以及现状,结合我校非盈利资产管理工作的实践并参考国内其他高校的非盈利资产管理经验教训;从机构建设和组织制度出发,发现高校非盈利资产管理的问题核心在于高校国有资产委托代理机制及其相应监督体系的失效,并进一步分析了由此所导致的其他问题.在此基础上,进一步完善组织建设、明晰产权制度和推进相关法律法规管理,并提出了优化高校非盈利性资产管理的相关制度及建议....
