| Bibliography: | This paper reviewed the work on carrying out ＇ Outline of the National Program for Medium-and Long-Term Scientific and Technological development＇ （OUTLINE） from developing plan, organizing implementation and strengthening process management, since the 11th Five-year Plan in the field of advanced agriculture technology （AAT） of National High-tech R＆D Program （863 Program） were conducted. Achievements in advanced technology development, scientific research output and talents base construction in the field of AAT were listed. Problems and challenges existed during implementing the OUTLINE were analyzed, and relevant suggestions for carrying out future work were also proposed.
