县级高标准基本农田建设条件评价指标体系及方法研究——以四川省绵竹市为例

为科学地评价基本农田现状及合理地安排其建设布局与时序,本文以绵竹市为例构建了“自然禀赋—利用条件—经济社会要求”评价指标体系.基于高标准基本农田的建设目标与要求,通过土地利用数据库和农业特性等级获取定量指标,经专家评议法获取定性指标,共遴选出17个评价指标,运用主成分分析法(PCA)得出指标权重并计算综合得分,采用分位数回归法对绵竹市基本农田评价分级.结果表明:绵竹市各村评价综合得分为0.01 ~3.05,可分为4个等级.综合评价值2.35 ~ 3.05为高标准基本农田重点建设区;1.80 ~2.35为高标准基本农田备选建设区;1.00~1.80为限制建设区;0.01 ~1.00为禁止建设区,...
