我国农村公共产品供给制度创新研究综述
农村公共产品供给是建设社会主义新农村的基础和关键。近几年文献研究结果显示：当前农村公共产品供给制度的欠缺主要表现为供给与需求的矛盾：一方面现有的农村公共产品总量远远不及农民的需求水平,另一方面农村公共产品的供给结构与农民的需求结构不匹配。在需求方面,农民对农村公共产品需求强烈,却困于表达机制的欠缺;在供给方面,地方财政的无力和私人部门的受限使得农村公共产品供给效率低下。因此,农村公共产品供给制度创新应从完善财政体制、引进民间资本、关注农民需求和进行配套体制改革等方面入手。...
