To solve the problems of alternating current and voltage synchronous sampling and low operational preci -sion, a NIOSII based field calibrator for electric energy meters has been developed and designed in this paper .The o-verall structure of the system , the voltage sampling module , the current sampling module , the A/D conversion module and the zero-crossing detecting circuit as well as the software developing flow have been presented .Comparing with the traditional implementing strategy of DSP or special metering IC , the proposed design is flexible and will offer rapid and accurate performance .The results of test indicate that the system will operate stably and accurately .
