State-owned forestland is the basis of forestry development, and state-owned forestland circulation and transfer is the important way to implement the efficient allocation of forest resources. The paper used the Pilot of state-owned woodland forest right system reform of Yichun state-owned forestland as example, and selected 25 indicators, determine its weight, then constructed the performance evaluation index system of the transfer of state-owned forestland, and analysised the effectiveness of the transfer of state- owned forest land, give some relevant suggestions.
