“多规融合”研究综述及发展趋势研究
为优化我国城乡各类空间资源的布局，发现并解决各种规划间存在的矛盾与差异，实现“一张蓝图管发展”的目标，必须深入开展“多规融合”问题的研究。本文对多规冲突原因、多规协调性评价方法和多规融合实现路径进行分析，并在此基础上对比国外国土空间规划体系，提出我国多规融合的研究特点和主要进展。研究认为：我国多规在融合过程中仍然存在一些冲突；现阶段多规协调性评价的研究以定性分析为主；多规融合的实现路径主要分为规划理念、规划编制和规划实施三个方面；与国外成熟的空间规划体系相比，我国还没有形成全国性的多规融合模式。未来对多规融合路径的研究应更加多元化和具体化；构建国土空间规划体系是促进多规融合的关键；未来应从生态...
