Summary:Some fundamental issues about the nature of economic development have been questioned in the recent literature. The distinction between growth and development is one; another one concerns the definition of the standard of living, which has been the subject of a recent treatise by P. Dasgupta (1993), a prominent economic theorist. Concern about poverty has moved discussions of the standard of living from the philosophical and conceptual realm to the practical realm of development policy. Indeed, the United Nations has espoused a particular approach to the subject, often referred to as the capabilities approach. Focus is placed on 2 issues: 1. ways of implementing the capabilities approach, and 2. the application of the capabilities approach to Cuba's development.
