Summary:.  This study presents a land‐use design model for transit‐oriented development planning at the regional level. The proposed model allocates a city's residential, employment and recreational activities according to four objectives and six groups of constraints. In order to handle adequately the presence of uncertainty and the flexibility needed in practical planning, the inputs and outputs of the model can be grey numbers. To solve the proposed model and other grey multi‐objective programming models, the Grey TOPSIS approach can be adopted. The model is applied to Taipei City. Recommendations are made regarding the case study and a sensitivity analysis informs policy formulation and parameters setting. .
