Summary:Given the importance of the issue of knowledge spillovers for an understanding of the determinants of economic growth and for economic policy, the authors are delighted to see further work in this area, and Thompson and Fox-Kean are to be congratulated for their careful data collection and construction work, as well as their thoughtful raising of a number of important issues. The authors take issue, however, both with some of the key assumptions of their paper and with the intrepretation of their more detailed quantitative results.
