Summary: | The open method of coordination (OMC) in the European Union (EU) has diverse modes, ranging from strong, eg, in economic & monetary union, to weak, eg, pensions, depending on how long the OMC has been used & state willingness to cede coordination. Measuring the impact of the OMC will be difficult. Its strengths & weaknesses are discussed, eg, effectiveness & compliance in the absence of sanctions. At this point, the OMC has been accused of being just a bureaucratic device, but it has the potential of expanding democratic decision making in the EU. The articles in this special issue on the OMC highlight the novelties of the OMC for effecting EU policy & procedures, but only if specific political conditions are fulfilled. 1 Figure, 17 References.
