Summary:This study aimed to clarify the roles of the major stakeholders involved with reforestation in North Korea, and to suggest an effective strategy for future progress. The participation experience, the need for international cooperation, and the nature of the various roles involved were surveyed through the eyes of South and North Korean and international forestry experts. As a result, international organizations’ active participation and international cooperation were deemed necessary in reforestation projects. Furthermore, the majority of experts consider that North Korean reforestation attempts must be led by North Korea, even though financial and technical support would be provided by international organizations and South Korea. The leadership role of North Korea would include the establishment of detailed plans, conflict adjustment, encouraging stakeholder participation, evaluating the results, and so on. An approach model that benefits all stakeholders through step-by-step cooperation projects must be implemented.
