Summary:International legislation controlling pollution of sea water is outlined and the present state of pollution of the North sea is discussed. The development of an integrated policy to protect the North sea is proposed, including its designation as a protected area, the enactment of legislation to enforce pollution control measures and consideration of the North sea and its vulnerable coastal zones as a single ecosystem. These principles should be accepted at a ministerial meeting in 1992 and a convention on protected areas should be developed for agreement at a meeting in Copenhagen in 1995.
