Summary:This paper deals with the statistical theory of the flow of suspensions of rigid spherical magnetic particles embedded in an incompressible Newtonian liquid. The basic postulates are in the theory of electrons, the principle of statistical mechanics and the point particle method, the magnetic particles being modelled by magneto-hydrodynamic multipoles. This theory gives the macroscopic Maxwell equations for moving matter from statistical considerations of microscopic processes. It clearly separates the forces that are generated by the external electromagnetic fields from the interatomic forces. It also identifies the nature of the long-range force and that of the short-range force.
