Summary:Personal experiences bicycling in Beijing, People's Republic of China, are described. The cyclist is constantly jockeying for position, with the object to avoid touching other cyclists or pedestrians. Bikes come from all directions, & cars & buses present major obstacles on crowded streets. To advance in position involves negotiation within a systemic flow: perceiving a number of weak signals & simultaneously integrating them; managing uncertainty; anticipating; & informally innovating. The cycling system in Beijing is relatively inefficient & subject to local crises; its equilibrium is precarious & unstable. However, bicycle circulation & negotiating business in China are analagous. M. Pflum
