Abstract Sharp examines the US Defense Acquisition Workforce's (DAW) history since the late 1980s to highlight critical policy and political choices. Quantitative analysis of the workforce and three key sub-agencies will be presented to distill important trends. A review of current reform initiatives will be followed by three recommendations about how the Department of Defense can add up to 19,200 DAW employees by 2015 in accordance with goals set by President Barack Obama and Defense Secretary Robert Gates.
AbstractList The article argues that, with elevated defense spending & two wars likely to continue for some time, the United States Defense Acquisition Workforce (DAW) is currently too small to support the US armed forces & therefore must be increased. An adequately sized workforce can reduce the incompetence, fraud & waste that have traditionally plagued military procurement. The article provides a history of the DAW from the 1980s to the present. The current Barack Obama Administration has begun to increase the funding of DAW as a way of ultimately reducing the proportion of private contractors working on acquisition program staff. However, the author notes the difficulty the DAW has had in recruiting highly educated civilian professionals, in particular mathematicians, computer developers & engineers. The article recommends that the government actively recruit youth, unemployed financial professionals & non-citizens in order to meet DAW's needs. Adapted from the source document.
