Summary:A new technical method is presented for quantitative evaluation of the drag and lift coefficient on a circular cylinder in a uniform shear flow. The displacement effect originating from a shift of the stagnation streamline, the asymmetry of the pressure distribution on the circular cylinder, and the increase in back pressure which is caused by differences in the turbulence intensity in the free stream and in the aspect and the blockage ratio are considered as analytical elements. It is concluded that by using this technique, the lift acts on the cylinder from the faster side to the slower side of the free stream.
