It assesses the conditions motivating and shaping the transfer, the nature of the change process, perspectives of the different groups involved and the effects of management transfer on the hydrologic, agricultural, economic and financial performance of irrigated agriculture in the Project. Comparisons are made with conditions in developing countries.
