[...]there is a renewed debate to shift from the volume-based metrics for physician performance to composite metrics that account for quality of care and other stochastic factors influencing variability in the service system. Based on our model definition, an increasing physician efficiency occurs in any one or more of the following cases: (1) PPH is increasing, (2) the percentage of non-revisits within 72 h is increasing, and (3) the average service time reduces. [...]investigating physician efficiency using a multi-dimensional value-based index that accounts for volume, quality, and speed, we favor adopting alternative payment models that jointly encourage care quality and productivity and emphasize reduced re-hospitalization rate and increased patient access.
