Summary:We present a general formalism for obtaining the permittivity of a mixture as a function only of measurable macroscopic parameters of its components. From this formalism, a new expression for the effective permittivity of mixtures is obtained, valid for small enough local fluctuations of the permittivity. Even when the formalism is applied to classical systems (mixtures of spherical particles or spherical particles in a continuous solvent), where this condition is not satisfied, it is found that well-known results are recovered, and the agreement with experiment is still quite good.
