Summary:This paper compares historical productivity and price performance in the telecommunications industry for Canada and the USA as well as, to a limited extent, other countries. During the period examined, the Canadian industry was largely characterized by a regulated monopoly market structure. In contrast, the USA instituted a more liberal long-distance market entry policy, though it also maintained regulatory control of the industry. Our analysis indicates that regulated competition has not resulted in an improvement in telecommunications industry productivity and price performance compared with regulated monopoly.
