Summary:Small enterprises cannot organize significant money holdings and thus the modernization becomes a project of longterm financial and economic planning. The success of the project implementation can affect both individual segmentsof the market and the market in general. The purpose of the article is to illuminate the planning methodology, show itsstages and form an analysis of possible deviations from the set goals, as well as determine how to correct the declaredchanges. As research methods, the authors applied simulation technology to solve the problems of resource allocation. In result of research analysis model was developed and a verification mechanism was provided. The practical significance of the research is determined by the possibility of forming a high-quality component that will make it possible tocreate an instrument for the development of small and medium-sized enterprises in the regions. It is consistent withthe goals of the financial and economic development of the state and with programs aimed at stimulation of entrepreneurial activity. KCI Citation Count: 0
