Summary:A new equation is proposed capable of predicting effective permittivity on a mesoscopic scale as a function of local permittivity fluctuations around its mean value. A new mixing rule for binary mixtures is derived from this equation. The new model generalises previous work and includes as particular cases other expressions for the effective permittivity present in the literature. A comparison to experimental results and some other known expressions for the effective permittivity of mixtures obtained from theoretical and statistical models is presented.
